A Memorandum of Agreement (MOA) between the National Labor Relations Commission (NLRC) and Department of Labor and Employment (DOLE) was signed to establish as many as Commission's satellite offices as there are regional offices of the Department.
Present at the event were signatories NLRC Chairman Gerardo C. Nograles and DOLE Secretary Silvestre H. Bello III, witnessed by NLRC Commissioner Isabel G. Panganiban-Ortiguerra and DOLE Undersecretary Ana C. Dione, who finalized the agreement in a ceremony held on January 30, 2020 at Bayleaf Hotel, Intramuros, Manila.
"This agreement will serve as a start-off point in materializing all efforts of the Commission to provide the public, especially workers, greater accesibility to NLRC labor dispute resolution services," Chairman Gerardo C. Nograles said.
In 2017, the Commission en banc issue En Banc Resolution No. 06-17, Series of 2017, authorizing the Chairman of the NLRC to create offices where its services are most exigent to promote access to and provide better services to its clientele.
Under the agreement, the DOLE shall provide the NLRC with a space in its Regional and/or Field offices; and shall designate NLRC complaint officer/s to perform specific taskes related to Single-Entry Approach (SEnA) proceedings; and mandatory conciliation-mediation conferences. On the other hand, the NLRC shall receive complaints from the satellite office and issue the summons accordingly.
A Labor Arbitration Associate (LAA) from the Regional Arbitration Branch shall be assigned to man the satellite office; and handle the mandatory conciliation and mediation conferences for possible amicable settlement of the case.
