The NLRC conducted a Seminar on Execution of Judgment for Sheriffs and Acting Sheriffs (Luzon) last May 29-31, 2013 at KLIR Waterpark Resort, Kabilang Bakood, Sta. Rita, Guiguinto, Bulacan.
The seminar focuses on the procedures of execution of judgment, values enhancement, work ethics, role of sheriffs, and other administrative and reporting requirements.
The seminar aims to orient the sheriffs of the 2012 NLRC Sheriffs’ Manual on Execution which was approved by the En Banc last November 2012. The Manual will address the public distrust on the process of execution. It will also expedite the enforcement of decisions and will ensure transparency in the enforcement of decisions through uniform observance of prescribed procedures.
During the seminar the procedures are discussed by the following speakers from: (a) Land Transportation (LTO) on the levy of motor vehicles; (b) Land Transportation Franchise and Regulator Board (LTFRB) on levy of franchises; (c) Philippine National Police (PNP) on levy of firearms and procedures on seeking police assistance to implement break-open orders; (d) Insurance Commission (IC) on garnishment of bonds; and (e) Economic Philippine Zone (EPZ) on the implementation of writ of execution in areas covered by EPZ.
Other discussion dwells on reporting requirements and financial accountability. Workshops are also part of the seminar.
The seminar was part of the capacity building of the NLRC for the sheriffs by reason of the promulgation of the 2012 NLRC Sheriffs’ Manual on Execution of Judgment, as part of the commitment of the NLRC to continuously streamline the procedures in labor arbitration and adjudication.
