NLRC creates Tripartite Efficiency and Integrity Board

        In a Special Order No. 06-19, Series of 2013, Chairman Gerardo C. Nograles creates the NLRC Tripartite Efficiency and Integrity Board (NTEIB).    

       Special Order No. 06-19 was issued pursuant to DOLE Administrative Order No. 31, Series of 2013, relative to the DOLE Framework and Action Plan for Efficiency and Integrity Development.

       The Chairperson of the Board is Chairman Gerardo C. Nograles, with Commissioner Isabel G. Panganiban-Ortiguerra as alternate. The members are: Atty. Miguel Varela of Employers’ Confederation of the Philippines, represent the management sector, and Mr. Gerard R. Seno of Associate Labor Union-Trade Union Congress of the Philippines, represent the labor sector.

       The NLRC TEIB will perform the following functions: (a) ensure to incorporate Efficiency and Integrity Development Plan (EIDP) measures in the Office Performance Commitment Reports; (b) provide suggestions/inputs to ensure compliance with the review of systems and procedures; (c) monitor and submit report on deliverables of all efficiency and integrity related Committees such as Administrative Complaints Committee (ACC) for rank-and-file employees, Board of Inquiry (BOI) for Presidential appointees, and other efficiency and integrity related committees that may be established; and (d) facilitate the regular conduct of meetings as venue for monitoring of progress and implementation of EIDP measures.

       The creation of NLRC TEIB was made to strengthen the integrity and fairness in the system and to eliminate the perception of corruption, as part of the reform on labor arbitration and adjudication.
