2012 MAJOR PROGRAMS AND PROJECTS

 

A.        KEY RESULTS AREAS UNDER EXECUTIVE ORDER NO. 43, S. 2011

            The major programs and projects of the NLRC are categorized under the key result areas of “Just and Lasting Peace and the Rule of Law”.

B.        MAJOR FINAL OUTPUT (MFO)

            The major programs and projects of the NLRC are geared towards providing for Compulsory Arbitration Services. For CY 2012, the MFO enrolled and submitted by NLRC shall have the following performance indicators and targets:

C.        PROGRAMS AND PROJECTS

            The programs and projects for 2012 are as follows:

1.    Continuous implementation of the existing programs/projects to eliminate case backlog and make its case dockets current;

2.    Implementation of the Single Entry Approach (SEnA) pursuant to Department Order No. 107-10, series of 2010, to encourage the use of conciliation-  mediation services in the settlement of all labor cases at the Regional Arbitration Branches;

3.    Continuous implementation of acceptable level of performance set for Labor Arbiters and Commissioners and giving of recognition, rewards and incentives to officials who have rendered exemplary performance;

4.    Continuous streamlining of NLRC procedures, manual on execution of judgment and policy review through the conduct of En Banc Sessions, Year-End & Mid-Year Performance Assessments and Corplanning Exercises;

5.    Continuous improvement and application of latest technology in the New Frontline System to ensure the integrity of its raffle system through e-Raffle and to effectively improve the process of assisting party litigants in filing complaints;

6.    Enhancement of Case Management System and Case Tracking System to provide a comprehensive database of all cases;

7.    Ensuring integrity and fairness in the adoption and implementation of Integrity Development Action Plan (IDAP) among Commissioners, Labor Arbiters and rank-and-file employees through trainings, seminar workshops, symposiums, and information dissemination;

8.    Establishing continuing education through trainings, seminar workshops, and providing web researches of the latest jurisprudence to improve quality decisions of Commissioners and Labor Arbiters;

9.    Provide adequate office facility such as computers and speedy internet connections for each office of the Labor Arbiters and Commissioners as legal research aid for disposition of cases; and

10.Adoption of other reforms in connection with speedy disposition of cases and execution.

C.        PROGRAMS AND PROJECTS

            The programs and projects for 2013 are as follows:

1.    Along the path of “Kayo ang Boss Ko”, the NLRC will provide intensive capability training programs to Commissioners and Labor Arbiters to meet the ever increasing arbitrational and technical challenges and capability building of the support group;

2.    Along the path of “Daang Matuwid”, the NLRC will provide values formation programs to both the frontline and support group;

3.    Upgrading of office facility such as acquisition of new computers and speedy internet connections to operationalize the e-case management system;

4.    Skills training for NLRC conciliators to improve the Single Entry Approach (SEnA) program, pursuant to Department Order No. 107-10;

5.    Continuous policy review through the conduct of En Banc Sessions, Year-End & Mid-Year Performance Assessments and Corplanning Exercises;

6.    Continuous implementation of the New Frontline System to ensure the integrity of its raffle system through e-Raffle and to effectively assist litigants in filing complaints;

7.    Continuous implementation of the adopted Integrity Development Action Plan, a road map in the fight against perception of graft and corruption;

8.    Continuous implementation of the New Rules of Procedure of the Efficiency and Integrity Board (EIB) to ensure speedy resolution of administrative complaints against officials and employees;

9.    Implementation of measures to improve delivery of summons/notices in order to reduce lead time on the scheduling of hearings to expedite disposition of labor cases;

10.  Enhancement of agency’s website to effectively disseminate information;

11.  Enhancement of Case Management System and Case Tracking System to provide a comprehensive database of all cases;

12.  Promote awareness thru participation in job fairs and other related activities conducted by DOLE and provide assistance on issues relative to worker-employee relations;

13.  Continuous conduct of social dialogue/tripartite consultations with labor/employer organizations; and

14.  Adoption of other reforms in connection with speedy disposition of cases and execution.
